Parliamentary Monarchy of Bhutan is the only country in the world that believes that the pursuit of happiness of every inhabitant is the most important goal, while the right to happiness is written in the Article 9 of its Constitution.
The Government of Bhutan has established a Ministry of Luck because it is a top priority of the national policy. This country does not have a concept of gross domestic product, but instead, the welfare uses another indicator – gross national happiness. For this reason, as part of a census, every person in the country, among others, is asked a question: “Are you happy?.”
Even 35 percent of the population at the last census declared themselves “very happy”, 47.9 percent felt “moderately happy”, while only 8.8 percent of them said they were “unfortunate”.
